None of the Collaborator roles allows someone to send an invoice besides the Administrator role.

Our sales reps are able to create an order, but can't send the invoice to the customer.

The only work around is to make the sales rep an Administrator, however we can't allow the the rep to have that kind of access.

Please create a Sales Rep Collaborator or add the ability to send an invoice under one of the existing Collaborator roles.
